Cameroon - Vodafone accused of operating on illegal terms



Internal sources from the Ministry of Post and Telecommunication say Minister Libom Li Likeng has discovered that Vodafone is operating against the rules and regulations of the sector, and is threatening to shut down the Operator, who recently launched its 4G LTE services in the towns of Douala and Yaounde.

In a Press release last weekend, Minister Libom wrote that: "It has come to the attention of my ministry that some telecommunication operators are carrying out their activities illegally, thus violating  the rules and regulations of the sector

I wish to remind everyone that in accordance with article 35 an 42 of the 14 July 2014 decree, fixing the modalities for establishing and/or exploitation of  a network and provision of communication electronic services, all authorization or issuance of operational licences or Holding Titles are done solely by the Minister of Post and Telecommunication, who is the only competent authority in this domain.  

According to 'Investir magazine' of today, the Minister was accusing Vodafone, who thanks to a Franchise Agreement with Northwave SARL, who is the 100% holder of Afrimax Group and who alone holds more than 80% of the Cameroon Telecommunication market, thanks to a "Transitional Measure", issued by the Telecommunication Regulatory Agency (ART)  on January 8, 2015, and not by the Minister of Post and Telecommunication, who is the competent authority with powers of issuing Telecommunication licence or Holding Title.

The Magazine also reports that Minister Libom have written to the Director General of ART that the Transitional Measure he issued violated the rules and regulations of the sector, and also has a negative impact on the rules of strategic telecommunication sector in the sensitive security context, and thus  asked him to cancel the said document and follow the right procedures.
